Coastal Mountain Conference
of
the
Preface
The coastal Mountain Conference (CMC)
shall be comprised of four leagues with semi autonomy within the rules and regulations
set forth by the California Interscholastic Federation (CIF), North Coast
Section (NCS) and the (CMC). The leagues shall be known as the North Central
League I North, North Central League I South, the North Central League II
North, and the North Central League II South.
For the effective management of the
CMC and the leagues, it is imperative for the principal of each CMC member
school to be informed of and involved in the management of the conference and
the leagues to which the school belongs. When the principal is personally
unavailable to represent the school, he/she shall designate a knowledgeable
staff member to serve in his/her place.
Conference Purpose:
A. Maintain all legal and communication
responsibilities to the NCS and CIF.
B. Insure a strong liaison between leagues.
C. Insure maximum and consistent communication
among leagues
D. Handle all eligibility and protest concerns
within member leagues that cannot be, or have not been handled by the league
itself. The structure and functioning of the
CMC
Eligibility and Protest committees will be found later in this document.
E. To have input to commissioner in planning
league and conference agendas.
F. Establish league alignments within the framework, rules and regulations of the realignment process set forth in NCS, CIF Bylaws.
G. Select, evaluate and supervise the conference
commissioner.
H. Monitor the CMC fiscal structure, including
dues, budget, schedules, etc.
ARTICLE
I
Name
A. This association shall be known as the Coastal Mountain Conference of the North Coast Section of the California Interscholastic Federation.
Object
A. The object of this
association shall be the promotion of wholesome student-athletics and other activities among the secondary schools within
its boundaries.
Membership
A. Membership in this
conference shall be open to any secondary school in the geographical region
served by the Conference, which follows the North Coast Section
realignment guidelines, applies for membership, and is accepted by the CMC and North Coast Section, CIF.
B. Members must agree to abide by all the rules
and regulations as established by the
CMC, NCS
and CIF.
Officers,
Board of Directors, and Executive Board
A. The officers shall be the president and the
commissioner.
B. The president shall be
elected for a two-year term at the CMC spring meeting in even-numbered years.
C. The commissioner shall be
selected by the CMC board of directors (voting principals or their designees of
the member schools), during the spring of the odd-numbered years, and serves a
two-year term (fiscal year, July 1 through June 30) at the pleasure of the
Board. The Board must give the commissioner six months notice if it does not
intend to extend a contract, and the commissioner must give six months notice
if he/she does not intend to accept a contract in the subsequent year.
D. The president of the CMC shall be a principal from a member school. The CMC president serves a two-year term. It is the responsibility of each league to fill the position of president on a rotational basis as follows: 2006 NCL II N; 2008 NCL II S; 2010 NCL I N; 2012 NCL I S, continuing thereafter in even numbered years. The league whose turn it will be to hold the CMC presidency shall nominate and elect its candidate at the spring league/CMC meeting in even numbered years. The president shall serve from the day following the spring CMC meeting when elected, through the day of the spring CMC meeting two years after.
E. The president of each
league, the president of the CMC, and the conference commissioner (in an
advisory, non voting role) shall act as an Executive Board to make decisions
between League/Conference meetings as required.
F. Each League shall elect
one of its principals or designees to serve as that leagueıs representative
from the CMC to the NCS Board of Managers. Since the CMC currently is allocated
four voting delegate seat on the NCS Board of Managers, the fourth voting
delegate shall be the commissioner. In addition, the CMC Commissioner shall
represent any league delegate who is absent.
G. Each president, when
requested by the NCS office through the CMC commissioner, shall appoint
knowledgeable school members to serve on NCS sports management committees.
These committees make the recommendations for operation of NCS playoffs, the
various sports, so a coach, or other knowledgeable faculty member, would be an
appropriate appointee. Each league president (NCL I North, NCL I South, NCL II
North, NCL II South) has the responsibility to appoint responsible management
committee members and see that they regularly attend those management meetings
when called by the NCS office.
H. There are other standing
committees of the NCS on which the CMC has membership rights and duties (e.g.
Alignment and Classification, Eligibility Committee, and Sports Advisory
Committee (SAC). As openings occur, it is the responsibility of the CMC
president, with the concurrence of the Executive Board, to make the necessary
appointments.
I. The conference commissioner shall act as the secretary to the conference for all conference business, and will record, keep and distribute the record of all meetings to each member school in a timely manner.
J. There shall be one officer of the North Central League I North, North Central League I South, North Central League II North and North Central League II South. The president shall perform all duties customary to his/her office.
ARTICLE
V
Meetings
A. Each league shall hold a minimum of three meetings per year to coincide as to time and place with the CMC meeting. There shall be an early fall meeting, a winter meeting, and a spring meeting. This minimum requirement does not preclude either an individual league, or the conference as a whole, from calling special meetings as needed.
B. Special meetings of the CMC may be called at any time by the CMC president at the request of either the president or the commissioner. The commissioner or president must send notice of the special meetings to all member schools not less than seven
(7) days
prior to the date of the meeting.
C. Any number of voting members present at any meeting shall constitute a quorum. The majority of voting members present shall be able to make decisions and approve actions.
D. The State Attorney Generalsı Office has ruled that the activities of the CIF (including the CMC and its leagues) do come under the Brown Act and that all conference business must be conducted in public, with the exception of legal, personnel, and other matters which may be conducted in closed session as outlined in the Brown Act.
ARTICLE
VI
Voting
A. Each member school shall have one vote.
B. Majority vote of those voting member schools present shall determine all action, other than amendments to the constitution and Bylaws (see Article 1X)
ARTICLE
VII
League
Alignment
A. The CMC will follow the NCS adopted procedure for handling realignment requests within the two-year cycle outlined in the NCS Constitution and Bylaws.
B. Conference schools may participate on less than full team basis in sports, as allowed by the National Federation rules (for example, cross country, track, wrestling, and golf) for one or more years.
Eligibility
A. The CMC and its member
leagues shall follow the eligibility guidelines, rules and regulations as
outlined in the NCS Constitution and Bylaws.
B. When a CMC eligibility-hearing panel is required by the NCS rules, the CMC president shall appoint three neutral principals or their designees to serve on that ad hoc committee for a particular case.
C. CMC Eligibility hearings
shall be conducted in accordance with NCS Constitution and Bylaws.
D. The CMC president, or the
committee chairperson, shall notify parent (s) in writing as to the time and
place of the meeting, so they may present facts at the hearing, and so that
legal counsel may also attend.
E. All CMC principals shall be informed of all eligibility hearings so they may present information regarding the eligibility of the student involved.
ARTICLE
IX
Amendments
A. Amendments to the constitution and Bylaws must be presented in writing to the commissioner and read at one meeting prior to the meeting at which the official vote is to be taken. The commissioner shall send a copy of the proposed amendments to each school at least two week prior to the vote.
B. Two-thirds vote of the
representatives present at the meeting shall be necessary to adopt any
amendment.
BYLAWS
ARTICLE
I
Duties
of Officer
President
A. The president shall perform all duties customary to his/her office including, but not limited to: forming agendas and presiding over CMC meetings, communicating with the CMC commissioner regarding CMC and assisting the CMC commissioner in interpreting CMC, NCS and CIF policy to conference schools.
Commissioner
A. The commissioner shall keep a complete record of all business transacted and perform the customary duties including, but not limited to:

League
Responsibilities: NCL I NORTH/SOUTH, NCL II, NORTH/SOUTH
a.
Attend
all regular league meetings and upon request, special meeting as called by a
league president.
b.
Maintain
the CMC and league treasury, pay all bills, receive all income, and present
treasurersı report at each regular CMC meeting.
c.
Present
proposed annual CMC budget at the spring meeting for adoption in the fall.
d.
Participate
in league coaches and athletic directors meetings, and other meetings as may be
called by a league.
e.
Order
and disperse league pennants.
f.
Prepare
and maintain sports schedules for all league sports.
g.
Interpret
policy regarding conflicts between member schools.
h.
Advise
league principals and athletic directors on eligibility concerns.
i.
Be a
resource and advisor to individual leagues conducting playoffs and other
events.
j.
Maintain
copies of Constitution and Bylaws for each of the four leagues as well as the
CMC, NCS, and CIF.

Conference
Responsibilities:
a.
Prepare
and distribute an annual budget.
b.
Prepare
and distribute updated treasurersı reports at each CMC regular meeting.

communications.
d.
Act as
advisor to league and individual schools in their negotiations and contracts
with the various officials associations.

Attend
all CMC meetings, prepare agendas, and keep minutes.

Attend
meetings of CMC athletic directors and act as a resource and advisor.
g.
Prepare
sport schedules for all sports that are conducted across leagues lines (i.e.
conference sports).
h.
Maintain
CMC Constitution and Bylaws.
ARTICLE
II
Section
of the Conference
A. The CMC is recognized as
one conference and may conduct sports on a conference basis when four or more
schools vote to compete in a sport (crossing league lines), but no one league
has four schools ready to compete. Pennants will be awarded as CMC pennants,
rather than league pennants.
B. Every school shall play
every other school in the league or division to which it is assigned, provided
it fields a team in that sport.
C. Schools may be members of
one league, but play one or more sports in another league alignment, if the
conference agrees to the assignment procedures using NCS alignment guidelines.
ARTICLE
III
Representation
A. Each school shall be represented at the conference meeting by the principal or his/her designee.
B. Each school shall have one vote.
C. Any coach or teacher of a member school, not acting in the capacity of school representative, may at the discretion of the principal, have the privilege of the floor, but may have no vote.
Grievance
Procedure
A. Principal and superintendents of disputing
schools, with the involvement of the CMC
Commissioner, will try
to resolve the conflict.
If unresolved:
Level 2
A. Plaintiff school contacts conference
commissioner requesting a league review.
B. League president sets date and place for league review meeting and informs all league principals. The conference commissioner selects three league principals to serve on a review committee.
C. Each disputing school prepares position paper and distributes it to all league principals no later than one week prior to the meeting.
D. The league review meeting:
1.
Must be
attended by a majority of non-disputing league principals (if two of the six
schools are involved in a dispute, then at least three of the four remaining
principals must be in attendance).
2.
The
review committee will question disputing principals regarding the dispute, as
presented in the position papers.
3.
Only
information presented in position papers will be considered (unless additional
information is stipulated by both sides). Review committee will discuss and
vote on:
a.
Should
sanctions be applied?
b.
If so,
what those sanctions should be.
4. The league president will present the league
decisions to the disputing schools.
5. In event of a tie, the commissioner will break
the tie.
Qualifications
of Student Athletes
A. The rule governing the
registration and qualifications of student-athletes, as appears under the NCS,
CIF Student Eligibility Bylaws shall be in force in the CMC.
ARTICLE
VI
Postponement
of Games
A. Games, which have been
postponed, shall be played on dates agreed upon by the participating schools,
unless specified by league or conference rules of sport.
B. All reasonable efforts shall be made by schools and administrators to prevent situations from reaching the stage where schools find it necessary to postpone games with another school. In all but the most unusual cases, participating schools may refer to Article IV Grievance Procedure) for resolution. The principals of the two schools shall settle disagreements.
ARTICLE
VII
Miscellaneous
Items
A. A student must be in
school on the day of the game, or on the Friday before a Saturday game, or
holiday/school break in order to be eligible to compete in that game, unless the principal or his/her designee specifically excuses
him.
B. It shall not be
obligatory for schools to furnish absolutely new balls for games, unless the
official decides the balls furnished are not suitable.
C. Gatekeepers may refuse
free admission to students who are competing, unless they are in the charge of
a coach, principal or accompanying teacher.
D. CMC passes are good at
all conference contests. The commissioner will distribute the passes in the
fall to all member schools. (Coaches, principals, vice-principals, advisors,
bus drivers, members of the boards of education). These passes are NOT TRANSFERABLE.
E. Life passes may be issued
by the CMC to people no longer actively associated with the CMC, but who have
rendered long and faithful service to it.
F. Faculty/staff passes
issued by any school to its personnel shall be honored for admission purposes
when that school is participating.
G. Visiting school students
shall sit in the designated visitor seating, and home school students shall sit
in the designated home seating.
H. Non-participating students shall stay off the
playing field or court during a contest.
I. There shall be no bonfires in connection
with any school rally.
J. A coach shall assume
responsibility to help maintain good behavior among the spectators.
K. No games shall be played for the benefit of non-school organizations except NCS Foundation Game.
L. No alcoholic beverages of
any type shall be sold at a field during a CMC contest, from the time that the
gates open until they are closed after the game.
M. The season of sport shall
be determined by the NCS, CIF. The coaches in football, volleyball, soccer,
basketball, baseball, and softball shall select official all-league teams. The
commissioner will prepare all-league certificates to be presented to the
student athletes.
N. Any two CMC schools may
play at a neutral site upon the agreement of both schoolsı administrators. All
other schools on their respective schedules must be notified on the same day
the agreement is reached.
O. All schools in the CMC
fielding a league team in any sport at either varsity or junior varsity level
must make every effort to meet their league commitments. The CMC commissioner
should be notified as soon as a school knows it may have a problem in meeting a
sport schedule commitment. The commissioner will make the necessary adjustments
and notify all schools involved.
P. Season tickets for any
sport season may be sold at the discretion of the home school at a price that
they determine.
Q. A student shall not on
the same day play in a JV game and later in a varsity game.
R. The home team shall
report all contest results to the Santa Rosa Press Democrat, as this is the
source used by the league commissioner to keep league standings during the
season. All teams shall report
game results to Max Preps.
S. When a league is composed of four
varsity teams, they will play a tri-schedule.
Dues
A. Each CMC member school shall be responsible for the following annual basic dues, enrollment dues, and sport participation fees.
1. Annual basic dues: $ 600.00 basic membership
fee for member school.
2. Enrollment dues: $0.27 cents per pupil (grades 9-12, boys and girls) based on the enrollment of the school in the October CBEDS date. (This is also the data used to determine the schools placement in NCS basketball playoff divisions).
3. Sports participation fees: (table is not on this copy but I saw it – Cross Country does not need to be bolded & is listed twice. You probably have it as a heading)
B. Dues are due and payable by November 1 each year. Any games played on or after that date may be forfeited if dues have not been paid.
ARTICLE
IX
Pennants
A. A pennant shall be
awarded to the winner of each sport and class. Duplicate pennants will be
awarded in case of ties.
B. Championship pennants for boysı sports and student sports will be as follows: CMC, NCL I North/South, NCL II North/South red and blue with yellow and white as trim and lettering. Girlsı sports will use the same colors but with reversed colors.
C. Pennants shall be purchased by the individual schools.

X
Amendments
A. Amendments to these
bylaws may be made at any regular meeting of the CMC or any regularly notified
special meeting of the CMC, by a majority vote of the representatives present.
ARTICLE

Decorum
Guidelines
A. Coaches shall:
1. Stay with the team before the game, at half
time, and after the game.
2. Stay with the team if members enter stores,
cafeteria, etc.
3. Take positive action to assist with crowd
control.
4. Control their actions on the bench and
sidelines, in keeping with NCS, CIF, and sportsmanship rules.
5. Inspect dressing rooms- they should be left in
good condition.
6. Avoid berating their players in public or
players on opponentsı teams.
B. Arrangements for the visiting groups:
3. The home school is strongly urged to greet the
visiting school upon arrival and assist as needs indicate.
C. Cheerleaders and song leaders:
1. Should see that the yells are kept in good
taste.
2. Should not place posters and signs without consent
of the host school. All posters or signs should promote wholesome spirit.
D. Musical instruments at indoor games.
1. No noisemakers of any kind permitted (e.g.
cowbell, horns, whistles, etc),
2. No musical instruments except those used by the
pep band members.
3. Home pep band ONLY may perform.
4. Home pep band may play only during time-outs,
half time, before and between games.
E. Clock scoreboard and public address system:
1. An adult should handle the clock.
2. A home adult should handle the official
scorebook.
3. An adult should handle the public address
system.
4. The public address announcer should not
elaborate on the game.
F. Administrative attendance:
1. If there are significant numbers of students following the team for a given game, and administrator should attend.
G. Responsibility for damages or losses.
1. It is the responsibility of the host school to
provide suitable security for the equipment and clothing of the visiting
school.
H. Program information:
1. When requested by the home team, it is the
responsibility of the visiting school to forward information for programs
promptly.
I. Admission prices: Every effort should be
made to collect the following fees.

RULES
OF SPORT
FALL
SECTION
A - CROSS COUNTRY
1. Cross-country shall be a CMC sport for both boys and girls at the varsity level. There shall also be a junior varsity level boys program.
2. The distance for varsity shall be 3 miles or less, for junior varsity, 2 miles or less.
3. Five members shall constitute a team in a
league (CMC) meet. Seven team members may run, but
only the first five score. The sixth and seventh runners may be used to
increase the opponentsı score.
4.
The runner finishing first shall earn one point. The runner finishing second
shall earn two points, etc. The team with the lowest score shall be the winner.
5. League (CMC) championships
will be determined by a combined point score involving dual meets won within
the CMC group of schools plus points scored by placing in the top three at the
season-ending league championship meet.
6. Meets will be held on Wednesday and will
start at 3:30 p.m.
7. The maximum number of contests allowed will be
determined by NCS regulations.

current NCS Sports Handbook and General Rulings).
SECTION B – WRESTLING
1. Wrestling shall be a CMC sport with participating
schools competing in an official conference schedule. (See current official
schedule for schools that are participating).
2. There shall be two conference tournaments, 1) a
novice tournament in early December, and 2) a conference tournament at the end
of the season where eligible winners and runner-ups, in the various weight
classes, shall be certified for the NCS tournament.
3. The school that hosts the novice tournament of year shall host the conference tournament the following year. The assignment shall be rotated in alphabetical sequence.
4. League (CMC) meets shall be scheduled for
Wednesday starting at 5:00 p.m. League (CMC) meets which involve more than two
league schools shall be considered as tournaments under current NCS regulations,
but scored as dual meets between each of the pairs of schools involved.
5. The league (CMC) champion
will be determined by the team which has the best win-lost record in league
dual-meet point competition (1 point for each dual-meet win) Plus points will
be added to the dual-meet point wins by the teamsı place finish in the
Conference NCS Championship qualifying Meet (3 points for first; 2 point for
second; and 1 point for third) The combined point total of dual meet wins and
Championship meet finish (if in the top three) will determine the conference
champion. Ties will be awarded duplicate pennants.
SPRING
SECTION
C – GOLF
1. Golf shall be a CMC sport, a student sport open
to both boys and girls. (See current official schedules for schools, which are
participating).
2. USG Rules. Medal Play. Five (5) low scores of
designated six (6)
3. Preferred lies as recommended by NCS golf.
4. A CMC tournament will be held with site to be determined when league schedule is approved.
5. League (CMC) matches
shall determine conference representative to the NCS championships. In the
event of a tie at the end of the season, team tie will be broken at the NCS.
6.
Three (3) individual at-large golfers will represent the CMC at the NCS. One
(1) spot will go to season-long league champion, one (1) spot to the CMC
tourney runner-up.
7. Make-up dates must be rescheduled prior to the
CMC tourney.
8. CIF regulations will determine all aspects of
eligibility.
SECTION
D – TENNIS
1. Tennis is conducted as a CMC sport. There are
three divisions with alignment updated yearly.
2.
Matches
will be scheduled to start at 3:30 p.m., 4:00 p.m.
after DST.
If
contests are cancelled due to weather or other emergencies the two schools
involved shall reschedule contests at the earliest mutually agreed upon date.
The host school shall immediately report the date of the rescheduled contests
to the CMC commissioner. Home school administration will make the final
decision on the postponement of a contest due to inclement weather.
3. When a singles or double contest is threatened
due to inclement weather or darkness, said contest shall be played as an eight
(8) game pro-set. This must be determined before players begin said match.
4. No more than two conference division matches may
be scheduled per week, unless the third match is a make-up of a postponed
conference match.
5. Conference division competition will consist of
three singles matches and two doubles matches; so three or more matches won in
a conference division contest will determine the winner.
6. During any conference division contest between
two schools, singles player shall not play on a doubles team, nor shall a
doubles player play a singles match.
7.
A
line-up, giving the order of ability of all team members, must be exchanged
prior to each conference division contest.
a.
The
first ranked players in the line-up must play singles.
b.
After
the first two, any combination of players can be used, provided the first
doubles team is stronger than the second doubles team.
c.
The
singles players must play in ranked order from the line-up, and the doubles
team must play in ranked order.
d.
In case
of substitution, the single players must be moved up in rank order, and the
player substitutes in the third singles position. The coach of the other team
must be notified and allowed to make adjustments if needed. If a team is lacking a player, the
third singles will be defaulted. If two singles players are missing, the team
may default the second and third singles or the second doubles.
8. Scoring: When the score is 6-6 in a set, a
12-point tiebreaker shall be used. (First one to seven (7) while ahead by two
(2) wins; Remember the player who starts the tiebreaker will not start serving
in the next set; switch sides after the winning point.
9. Side-line coaching
a.
Coaches
will be allowed to coach from the sidelines during an odd game changeover, but
will not interfere with the play of the game. Neither team may utilize more
coaches than the other team. Coaches will be allowed to roam from match to
match but must remain off the court.
b.
The
players will make their own line call and score their own match. If doubt of
line calls, score or any other discrepancy continues to exist by one of the
players, the opposing player will request a conference with the coach and the
coach shall take the appropriate action.
All rules not covered in the bylaws are referenced from the USTA.
c.
Coaches
shall enforce foot fault rules if a problem arises. Coaches may request the
opposing coach to correct his player or call the faults of his/her player.
10.
Misconduct: The following misconduct (equipment abuse, language, etc.)
Penalties will be used in conference division matches:
1st
offense - warning
2nd
offense - default of game
3rd
offense - default of match
The coaches at the site
will give the warnings and administer the penalties.
11. The home coach will inform the Press Democrat of the contest
and report the results to the league recorder. The recorder will be the school
in charge of the CMC tournament for that season. This information is to help
with seeding in the CMC Tournament.
SECTION
E – TRACK
A. Track shall be a CMC sport for both boys and
girls at the varsity level. There will also be a JV level boys program. (See
current official schedule for schools that are participating).
B. Conference meets will be held on Wednesday. Starting time for meets will be 3:30 p.m.
C. All meets will be conducted in accordance with
the administrative regulations set fourth in the current CMC track fact sheet.
D. Schools competing; The list of schools
competing shall consist of those school that declare their commitment to
compete in track prior to the adoption of the CMC track schedule for that year.
Schools fielding full teams may compete for the conference championship.
E. League (CMC) championships
are based upon total score in dual meet head-to-head competition with schools
in your league plus placement points in the league championship meet with scoring as follows:
1st place
- three points
2nd place
- two points
3rd place
- one point
c. The school accumulating the most points
(dual plus league meets) will be declared league champion and receive the
pennant.
F. In case of rainouts, the meet will be
rescheduled on one of the dates listed on the
official conference schedule. If it still cannot be held, the meet will be
rescheduled (between the schools involved).
G. All league meets on the schedule are to be completed
either on the date originally scheduled, or using the makeup process listed in
#3 above. The exception is discussed in #5 below. Following each completed
meet, the meet director is responsible of sending team dual meet results to the
Press Democrat and the CMC commissioner.
H. In some cases on the
schedule two league schools may meet twice or more on different dates. The last
meeting of the two teams will be the meet that counts for dual meet points.
However, if the last scheduled meet is rained out, the previous dual meet
results may be substituted for dual meet scoring purposes and the rained out
meet need not be rescheduled, by mutual agreement of the involved schools.
I. There may need
to be a meeting of all track coaches late in the season if there have been
numerous rainouts to determine if all make-ups necessary to the completion of
the dual meet season have been scheduled.
J. In order to make the
double dual meet competition fair for all participants and school each school
hosting a track meet must commit to provide adult workers, (either staff
members, parents, or other competent community members). The school should
commit to in-service training for its adult workers.

K. The CMC needs to develop a statement regarding

SECTION
F - ALL LEAGUE SELECTION
Cross Country: Coaches will designate the first
seven (7) finishers (each gender) as the first team. The second team will be
finishers 8-14 (each gender) at the league meet.
Golf: Coaches will select eight (8) first
team all-conference players and eight (8) honorable mention players.
Tennis: Coaches will select seven (7) first
team players, one MVP and seven (7) honorable mention players per division.
