NCL I
NORTH, NCL I SOUTH, NCL II NORTH, NCL II SOUTH
SECTION A
Note: All games shall be governed by the
interscholastic rules of the current year. In addition to all applicable CIF rules, the following rules
are prescribed.
FALL SPORTS
SECTION B - FOOTBALL
1. Varsity football games shall be scheduled for Friday evenings or Saturday afternoons to begin 30 minutes after the JV game is over. The JV game shall begin at 5:30 p.m. on Friday night and 12:00 noon on Saturdays. There shall be a 30-minute warm-up between games. The date and time may be changed by mutual agreement of the two principals and all the other schools must be notified.
A.
First -
Head to head results in league contests vs. teams involved.
B. Second - the National Federation ³10 yard line overtime procedure² will be used at the end of any league contest that ends in a tie score.
C. Third – Numbers drawn prior to the school year.
3. There shall be at least 3 (four recommended)
officials for league football games.
4. Teams shall leave the field after warm-up
period early enough so that the band will have time to come on, play the Star
Spangled Banner and leave the field.
5. No football game shall start until a doctor,
medical practitioner, or paramedic is in attendance.
6. Videotaping and scouting may only be done in
the open areas where the general public is allowed.
7. Videotaping and scouting areas must be equal
for the visiting team.
8. Schools should provide a barrier of at least 20
feet between fans and players.
9. Nine man football: If a team does not have sufficient players to play eleven-man football, the team can opt to field a nine-man squad. Games play with nine men count in league standings. A nine-man squad may win the league championship, but may not advance to represent the league in the playoffs. The process is as follows: The team opting to play nine-man must notify their opponent before 1:00 p.m. on the Tuesday preceding their game that they will play nine-man. This gives opponents time to practice for nine-man. Failure to notify properly will constitute a forfeit. All other schools should be notified as soon as possible. Once a team declares they are nine-man, they will finish the season as nine-man.

Thirty-point differential: In the interest of safety and good sportsmanship,
the principals of the NCL II have mandated a running clock in situations where
there is a thirty-point differential. At the start of any quarter, if one team
is behind by thirty or more points, the clock will run continuously for that
entire game.
11. Playing time shall be four
quarters of (12) minutes each for varsity contests and ten (10) minutes for JV
contests with intermissions of one (1) minute after the 1st 3rd
quarters and ten (15) minutes between halves.
1. Games will be played on Tuesday and Thursday, or Friday, with the JV match beginning at 5:00 p.m. with the varsity match to follow twenty (20) minutes after the completion of the JV match.
2. Varsity matches will consist of the best three out of five games. JV matches will consist of the best two out of three games.
3. In
case of a tie at the completion of the league season co-champions will be
declared.
4. To determine the automatic qualifiers for the
NCS Playoffs in case of a tie at the completion of the league season the
following criteria will be used, one at a time, and in the order listed:
A. Head to head results in league contests vs.
teams involved.
B. Playoff game scheduled at the higher seeded
school as determined by the number draw.
C.
Numbers drawn prior to school year.
1. All rules printed in the National Federation
Rule Book, North Coast Section, CIF Sport Handbook, Constitution and Bylaws,
and Coastal Mountain Conference Bylaws and Rules of Sport shall be followed. It
is the responsibility of the school personnel to know the regulation of the
sport and to train all appropriate staff members in those rules.
2. Junior varsity games shall consist of two
30-minute halves and one 10-minute halftime interval. Varsity games shall
consist of two 40-minute halves and one 10-minute halftime interval.

3. Starting times for games shall be scheduled as
follows: Monday through Friday
contests will start at 4:30 p.m.
Saturday games will begin at 1:00 p.m.
4. The head referee shall serve as the official
timekeeper and official scorer.

5. Whenever possible, both team and coaching areas
designated in the National Federation Rules shall be on the same side of the field. (National Federation rules given field
layout including location of spectator areas)
6. The conference champion (s) will be determined
by the team having the most points on the following scale; a league game win
shall count two (2) points, a league game tie shall count one (1) point, a
league game loss shall count zero (0) points.
7. In case of a tie at the completion of the
league season co-champions will be declared.
8. To determine the automatic qualifiers for
the NCS Playoffs in case of a tie at the completion of the league season the
following criteria will be used, one at a time, and in the order listed:
A. Head to head results in league contests vs.
teams involved.
B. Playoff game scheduled at the higher seeded
school as determined by the number draw.
C. Numbers
drawn prior to school year.
1. NCL I boys and girls varsity and junior varsity
basketball games shall be scheduled as follows: On weekdays (Monday
–Thursday) JV games start at 5:30 p.m., followed by the varsity. Friday the JV games start at 6:00 p.m.
and the varsity at 7:30 p.m.
2. NCL II boys and girls varsity and junior
varsity basketball games shall be scheduled as follows: JV girls start at 3:30 p.m., JV boys 5:00
p.m., Varsity girls 6:30 p.m., and varsity boys 8:00 p.m. A three game set begins at 4:00 p.m.,
and a two game set begins at 5:30 p.m.
A single game begins at 7:00 p.m.
JV games will consist of seven (7) minute quarters.
3. In case of a tie at the completion of the league season co-champions will be declared.
4. To determine the automatic qualifiers for
the NCS Playoffs in case of a tie at the completion of the league season the
following criteria will be used, one at a time, and in the order listed (unless
the Shaunessy Tournament is used – see item 5 below):
A. Head to head results in league contests vs.
teams involved.
B. Playoff game scheduled at the higher seeded
school as determined by the number draw.
C.
Numbers drawn prior to school year.
5. At the end of the regular season, a league
Shaunnessy Tournament may be held in the boys and girls varsity division for
the top four teams in each division.
i. The top four teams are eligible, and
committed, to participate in the Shaunessy Tournament at the end of the regular
season.
ii. The Shaunessy will have no bearing on
the league title or automatic playoff berth unless there are co-champions at
the end of the regular season.

When the
Shaunessy playoff offers the opportunity for a head-to-head match up, the
winner will gain the automatic berth for playoffs.

If the
Shaunessy does not provide an opportunity for the tied teams to face each
other, then the co-champ with the most wins in the Shaunessy will be given the
automatic berth.
§
If none
of the teams tied for the regular season championship has more wins after the
Shaunessy then the number system, as determined by the preseason draw, would
determine the automatic berth.
a. The teams will be seeded from 1-4 for the tournament using the final league standings.
i. Any ties will be determined by the CMC tiebreaker rules, which will include the final tie-breaking numbers in case all other methods do not work.
c. All games, both boys and girls, will be held at
the determined ³host² site. This site will be rotated every year.
i. Game times will be at 3:30, 5:00,
6:30 and 8:00.
ii. The number 2 seeded teams vs. the
number 3 seeded teams will play the earlier games. The number 1 seeded teams
vs. the number 4 seeded teams will player the later games.
iii. The higher seeded teams will be
considered the home team and,

iv. Only the winners will advance.
i. The order of play will be reversed from
the first night in regard to boys and girls.
ii. The higher seeded teams will be
considered the home team.
iii. Game times will be at 6:30 and 8:00.
i. All costs will be paid for from game
receipts and arranged by the host site.
ii. The host site will arrange for the
officials from their respective association.
6. There shall be either two or three officials
for all Varsity and JV games.
7. The team, when home, shall wear white jerseys
as prescribed by the interscholastic rules. Teams traveling shall wear dark
jerseys.
SECTION
F - BASEBALL AND SOFTBALL
1. Games shall be scheduled as follows:
Starting
time: 3:30 p.m. (before daylight saving time begins) and 4:00 p.m. (after
daylight saving time begins).
2. Baseball and softball schedules will be
coordinated so that the two teams will travel/play on the same site with each
league opponent.
3. Games cancelled due to weather, or other
emergency situations, shall be rescheduled as follows:
A. Games that must be postponed shall be made up
on a playable day mutually agreed by the two participating schools.
4. The National Federation Rules will apply when a
game is stopped due to darkness or bad weather.
5. Coaches or athletic directors shall phone to
notify the visiting team by noon the day of the game is to be postponed due to
weather. During the phone conversation, if possible, the game should be
rescheduled.
6. Two (2) association umpires for each game will
be required for both varsity baseball and varsity softball contests. A game may
be played with one association umpire by mutual agreement of the schools.
7. Home schools are responsible for reporting the
game results.
8. Schools shall cooperate in the rating of the
officials.
9. Ten run rule: At the completion of the 4 1/2 innings, if the home team is
ahead by 10 runs, the game will be called. If at the end of 5 innings, the
visiting team is ahead by
10 runs, the game will be called.
10. Batting practice: No school will have batting practice for baseball or softball after 2:00 p.m. on the day of the game.
11. In case of a tie at the completion
of the league season co-champions will be declared.

the completion of the league season the following criteria will be used, one at

SECTION
G - ALL LEAGUE SELECTION
Football:
Coaches will select 13 offensive and
13 defensive players, one offensive MVP, one defensive MVP, and six honorable mention
offensive and defensive players.
Coaches will select 13 first team
players, up to six honorable mention players and one MVP.
Volleyball:
Coaches will select six first
team players, six second team players, six honorable mention players and one
MVP.
Basketball:
Coaches will select five first
team players, five second team players, five honorable mention players and one
MVP.
Baseball/Softball:
Coaches will select 15 first team
players, up to six honorable mention players and 1 MVP.
There will be no second team.
